How to Register Your Vessel
4 StepsName Approval and Identifier Allotment
Submit an application electronically to the Registrar of the intended port of registry at least seven days before the desired date of registration. The Registrar allots the vessel name, Official Number, MMSI, Call Sign, and IMO number. The allotment is valid for two years. Fees: Rs. 10,000 for first application.
Carving, Marking and Survey
The Registrar issues a Carving and Marking Note. The vessel's name, port of registry, Official Number, and registered tonnage are physically marked on the hull and the navigation bridge brass plate. A Certificate of Survey is issued by the MMD Surveyor or a Recognised Organisation after physical verification of the vessel's particulars.
Submission of Documents and Declaration
The owner or authorised signatory submits Form 5 (Application for Certificate of Registration) along with the Declaration of Ownership (Form 3), ownership documents, and scenario-specific documents such as the Builder's Certificate for new vessels or the Deletion Certificate and Protocol of Delivery for second-hand vessels. Original documents must be submitted within 30 days of the online application.
Issuance of Certificate of Registration
Upon verification of a complete application and all prescribed documents, the Registrar issues the Certificate of Registration (Form 9) within two working days. The certificate may be issued digitally and downloaded from the eSamudra portal, or collected in person. A Provisional Certificate (Form 10, valid for six months) is issued where the Deletion Certificate from the previous flag is unavailable. Registration fees are computed at Rs. 2.50 per GT, subject to a minimum of Rs. 5,000 and a maximum of Rs. 2,00,000.

Checklists, Forms and Reference Documents
The standardised checklists and prescribed statutory forms for registration of vessels under the Merchant Shipping (Registration of Vessels) Rules, 2026, have been issued as Annexures to DGS Order of 2026. All applicants are required to submit applications in accordance with the applicable checklist. Grievance Redressal Mechanism
3-Level HierarchyAny applicant aggrieved by any service delivered or refused under the Citizen Charter may seek redressal through the following three-level hierarchy. Appeals at each level must be made within the prescribed timeframes from the date of the preceding decision or from the date of the service or refusal at Level I.
