- Ensuring compliance with the International Code for the Safe Carriage of Grain in Bulk.
- Survey and Certification of Foreign Ships: - Technical review of foreign ships' survey and certification for issuance of coastal trading licenses.
- Survey Extensions and Condition Assessments - Reviewing and approving extensions of statutory surveys and certificates.
- Exemptions and Equivalency Certification – Recommend for issuance of technical exemptions and equivalencies under statutory rules.
- Inspection, Enforcement, and Detentions - Enforcement actions including recommendation for detention of vessels found unseaworthy or in contravention of safety standards.
- Representing DGS in technical committees of Recognized Organizations.
- Conducting audits under the IMO Member State Audit Scheme (IMSAS) as an IMO-approved auditor.
B. Developmental and Strategic Functions
- Policy Advisory and Implementation Support:
- Liaison with the Ministry of Ports, Shipping and Waterways (MoPSW) on policies for indigenous shipbuilding under Make in India and Atmanirbhar Bharat.
- Providing inputs to the Ministry of Commerce on import tariffs, HSN codes, and maritime trade matters.
- Design Standardization and Innovation Enablement:
- Facilitating standardization of ship designs to promote modular construction.
- Promoting use of green propulsion, AI-driven tools, digital twins, and smart manufacturing in Indian shipyards.
- Quality Assurance and Technical Frameworks - Coordinating with classification societies to establish robust quality assurance systems for ship construction and repair.
- Skill Development and Academic Linkages:
- Participating in occupational standard-setting and faculty development.
- Digital Governance Initiatives - Leading development of a national portal for shipbuilding/repair approvals, standards dissemination, and real-time monitoring of policy schemes.
