The Engineering Wing of the Directorate General of Maritime Administration (DGMA) undertakes and coordinates strategic projects, technical studies and policy initiatives aimed at supporting the sustainable and technological transformation of India's maritime sector. The Wing works across key areas including maritime decarbonisation, green shipping, alternative and low/zero-emission fuels, green shipping corridors, energy efficiency and emerging maritime technologies. These initiatives are undertaken in collaboration with national and international organisations, technical institutions, industry stakeholders and knowledge partners, with a focus on developing policy frameworks, generating technical and analytical insights and identifying practical pathways for implementation. Through these projects, the Engineering Wing supports India's transition towards a greener, more efficient, resilient and globally competitive maritime ecosystem.
National Maritime Decarbonisation Policy (NMDP) Framework – Draft
The Directorate General of Maritime Administration (DGMA), in collaboration with the National Centre of Excellence in Green Ports and Shipping (NCoEGPS), is developing the National Maritime Decarbonisation Policy (NMDP) Framework to provide an integrated framework for India's maritime decarbonisation transition. The Framework is currently at the draft stage and seeks to align industrial growth, infrastructure development, technology innovation, green finance and human capital under a common decarbonisation approach, connecting India's existing maritime programmes and emerging initiatives into a coherent long-term strategy.
At the heart of the draft NMDPF are eight interconnected policy pillars, which collectively define the proposed pathway for India's maritime transition.
Green Shipbuilding and Retrofits
Focuses on transforming India's vessel ecosystem through green shipbuilding and modernisation of the existing fleet. It envisages performance-linked incentives, national green certification standards, retrofit financing, innovation clusters, zero-emission coastal shipping and digital Monitoring, Reporting and Verification (MRV) systems. The approach combines industrial development with lifecycle emissions performance and future-fuel readiness to strengthen India's position in low-carbon shipbuilding and green retrofits.
Green Ports
Envisages the transition of Indian ports into low-carbon, digitally enabled and climate-resilient logistics hubs. It covers port electrification, renewable energy adoption, shore power infrastructure, smart environmental monitoring, sustainable infrastructure standards and green corridor initiatives, while also addressing value-chain emissions, coastal ecosystem protection and international partnerships.
Green Ship Recycling
Seeks to reinforce India's leadership in responsible end-of-life vessel management through strengthened compliance with international conventions, digital governance, worker safety, environmental protection and circular economy principles. It envisages interventions including a national recycling portal, green steel pathways, innovation programmes and modern compliance frameworks to strengthen resource efficiency and sustainability across the ship recycling ecosystem.
Green Finance
Focuses on establishing the enabling financial architecture required to scale maritime decarbonisation. It envisages a dedicated maritime green finance taxonomy, ESG reporting frameworks, digital MRV systems and innovative financing instruments, including blended finance, green bonds, concessional lending and multilateral partnerships, to mobilise investment across ships, ports, alternative fuels and circular economy infrastructure.
Green Skills
Focuses on developing the human capital required for India's maritime transition through a National Green Maritime Skill Mission, integrating competency standards, specialised certification pathways, simulation-based training and international collaboration. It seeks to develop a future-ready maritime workforce with capabilities in alternative fuels, digital systems, sustainable port operations and green technologies, while supporting an inclusive transition and creation of high-quality employment.
Alternate Fuels
Seeks to accelerate the transition towards low- and zero-emission maritime energy systems through pathways covering biofuels, green hydrogen, ammonia, methanol and electrification. The proposed approach is supported by bunkering infrastructure, Green Fuel Development Zones, demand aggregation mechanisms, green shipping corridors and long-term investment in next-generation fuels, with the objective of strengthening India's domestic sustainable marine fuel ecosystem.
Green Technology
Positions technological innovation as a key enabler of maritime decarbonisation. It covers advanced propulsion systems, AI-enabled operations, digital twins, onboard carbon capture, smart ports, renewable energy integration and other frontier technologies. Coordinated research, certification frameworks and technology development ecosystems are envisaged to accelerate domestic innovation and strengthen India's long-term technological competitiveness.
Pollution Prevention
Complements the decarbonisation transition by addressing the wider environmental impacts of maritime activities. It focuses on strengthening waste management, oil spill preparedness, water quality monitoring, noise control and marine ecosystem protection, while embedding circular economy principles and international environmental standards across maritime operations.
Governance and Way Forward
The eight pillars are supported in the draft Framework by a proposed governance architecture defining institutional responsibilities, implementation mechanisms, monitoring systems, financing linkages and inter-ministerial coordination. The Framework adopts a phased approach with measurable outcomes and also places emphasis on international cooperation in areas including green shipping corridors, sustainable finance, technology transfer, research partnerships, harmonised standards, capacity building and multilateral engagement.
Through this whole-of-government and whole-of-sector approach, the draft NMDPF seeks to integrate infrastructure development, industrial policy, climate action, innovation, finance and social inclusion within a common strategic architecture for building a competitive, resilient and low-carbon maritime ecosystem.
IMO GreenVoyage2050 – Study on Potential Demand and Pricing of Alternative Marine Fuels in India
The International Maritime Organization (IMO), through its GreenVoyage2050 programme, in close collaboration with the Directorate General of Shipping (now the Directorate General of Maritime Administration – DGMA) and the Ministry of Ports, Shipping and Waterways (MoPSW), commissioned DNV to undertake the "Study on Potential Demand and Pricing of Alternative Marine Fuels in India." The study is presently under finalisation and has not yet been published. Its objective is to assess the potential demand, pricing and competitiveness of alternative marine fuels in India and examine how India can position itself as a regional bunkering hub for low- and zero-carbon fuels along major international shipping routes.
Scope of the Study
The study evaluates India's potential to emerge as a regional bunkering hub by examining vessel traffic associated with Indian ports, including domestic, regional, international and nearby passing traffic. It assesses current and future marine fuel demand, the potential uptake of alternative fuels, fuel pricing and competitiveness and the implications of bunkering decisions on total voyage costs. The scope also considers the role of India's emerging hydrogen hubs in supporting future marine fuel supply.
The assessment has been undertaken through a structured methodology covering route analysis, baseline energy demand assessment, future fuel demand forecasting, fuel pricing and competitiveness assessment, total cost of voyage analysis and development of recommendations and a phased roadmap. Stakeholder consultations with shipowners, ports, fuel suppliers and policymakers, together with a stakeholder workshop, have also been used to validate assumptions and align the analysis with operational and market realities.
Assessment of Vessel Traffic and Potential Demand
The study analyses vessel movements, port calls, cargo flows and passing traffic to identify locations with potential for alternative-fuel bunkering. It finds that India's opportunity is linked not only to its strategic location along major East–West shipping routes, but more importantly to vessels already calling at Indian ports for cargo operations. Container vessels operating on scheduled services are identified as a particularly relevant early demand segment due to their predictable port calls and increasing adoption of alternative fuels.
Alternative Fuel Demand and Transition Pathways
The assessment considers the potential evolution of demand for different alternative marine fuels up to 2047. The draft findings indicate that fuels that can be integrated relatively more readily into existing operations, including biofuels and methanol, could support early-stage transition, while fuels such as ammonia may assume a larger role over time as production, supply chains, infrastructure, safety frameworks and vessel readiness develop. The study considers the transition as a multi-fuel pathway, rather than being dependent on a single future marine fuel.
Pricing and Competitiveness
A major focus of the study is the delivered cost of alternative fuel at the vessel. The assessment highlights that bunkering decisions are influenced not only by the underlying cost of fuel production, but by the overall economics and efficiency of the port call, including port charges, marine services, taxation, additional voyage time and operational reliability. The study benchmarks India against competing regional bunkering locations and examines the total cost implications for vessels choosing to bunker at Indian ports.
Key Enablers and Challenges
The draft study identifies several interconnected factors that will influence the development of alternative-fuel bunkering in India. These include demand certainty, fuel-production costs, availability of storage and bunkering infrastructure, clarity of approval and safety requirements, investment viability and integration of bunkering with wider port services. The study notes that limited demand visibility can constrain infrastructure investment, while inadequate infrastructure and higher delivered costs can, in turn, restrict the emergence of demand.
Proposed Phased Approach
Establish
2026–2030
Focus on selected ports where demand can be developed and demonstrated, supported by alignment of fuel supply, infrastructure, approvals, operational procedures and competency requirements. Methanol is identified in the draft study as a potential early fuel for establishing bunkering operations.
Scale
2030–2035
Expand successful operations into regional clusters, develop permanent infrastructure where demand justifies investment and progressively prepare selected locations for additional fuels, including ammonia. The objective is to transition from individual pilot initiatives to repeatable commercial bunkering operations.
Position
2035–2047
Scale mature bunkering clusters, develop multi-fuel capabilities and integrate Indian ports with regional and international green shipping networks and green shipping corridors.
Way Forward
The study provides a technical and analytical basis for informing India's future approach to alternative marine fuel bunkering. Its emerging findings indicate that India can build on its strategic location, strong cargo flows, major port network and growing clean-energy capabilities by progressively developing competitive and reliable alternative-fuel bunkering services at selected locations. As the study is currently under finalisation, its findings and recommendations will be further considered before publication and can support subsequent policy development, infrastructure planning, pilot initiatives and the development of India's long-term alternative marine fuel and green shipping ecosystem.
India Green Shipping Corridor Pre-Feasibility Study
Under the India–Denmark Green Strategic Partnership, the Mærsk Mc-Kinney Møller Center for Zero Carbon Shipping (MMMCZCS) led the India Green Shipping Corridor Pre-Feasibility Study in collaboration with the Ministry of Ports, Shipping and Waterways (MoPSW), Directorate General of Shipping (now Directorate General of Maritime Administration – DGMA), Indian Ports Association (IPA) and Danish Energy Agency (DEA), with support from the Danish Maritime Authority (DMA). The study was undertaken from September 2025 to May 2026 as part of the broader Indo-Danish cooperation on green shipping and India's ambition to develop future green shipping corridors.
The study is presently in draft stage and is being further refined. The work undertaken so far represents a pre-feasibility assessment, intended to identify potential corridors and provide an analytical basis for selecting a smaller number of priority corridors for detailed feasibility assessment and subsequent development.
Objective and Scope of the Study
The primary objective of the study is to evaluate potential green shipping corridors originating from selected Indian ports and identify opportunities across inland waterways, domestic/coastal shipping and deep-sea international routes. The assessment seeks to identify corridors where vessel demand, alternative-fuel availability, port readiness, enabling policies and commercial considerations could converge to support future implementation.
The study adopted the MMMCZCS Green Corridors Pre-Feasibility Study Methodology, covering four broad stages: project framing, parallel assessment of key datasets, identification of potential corridors and refinement of shortlisted corridors. The analysis was organised through seven workstreams covering alternative fuels and renewable energy, port and bunkering infrastructure, vessels/cargo/routes, regulatory and just-transition considerations, corridor selection and stakeholder incubation.
Identification of Potential Green Corridors
The assessment initially generated a longlist of more than 230 potential routes. These were evaluated through a structured screening and prioritisation framework taking into account factors such as cargo and vessel volumes, alternative-fuel and renewable-energy availability, port and operational readiness, policy and financial support, stakeholder commitment and wider strategic value. Based on this assessment, a first suite of 40 potential green corridors has been identified for further consideration.
Inland Waterway Corridors
Identified through assessment of inland waterway routes with potential for green corridor development, offering opportunities for controlled early pilots due to shorter voyages and predictable operating patterns.
Domestic and Coastal Corridors
Domestic and coastal shipping routes evaluated for green corridor potential, connecting Indian ports through shorter-sea operations with alternative-fuel readiness.
Deep-Sea Corridors
International deep-sea routes providing opportunities to address larger international trade flows and higher-emitting vessel segments through green shipping corridor development.
Strategic Opportunity Corridors
Corridors reflecting strategic opportunities identified through the cross-workstream assessment, based on emerging synergies across fuels, infrastructure, policy and stakeholder commitment.
Emerging Corridors
Corridors with longer-term potential linked to announced fuel projects, infrastructure development and evolving international trade opportunities. The identification of these 40 corridors should be viewed as an initial pre-feasibility outcome and not as a final selection of corridors for implementation. Further assessment and stakeholder engagement are ongoing to determine which corridors offer the strongest technical, commercial and operational case for progression to detailed feasibility studies.
Key Areas Assessed
Alternative Fuels and Renewable Energy
The study adopts a fuel-agnostic and data-driven approach, examining the potential availability of alternative fuels and renewable energy, including the maturity of announced green hydrogen and derivative-fuel projects and competing demand from other sectors. The assessment indicates that fuel availability will vary considerably across regions and that development of green corridors will need to be aligned with the location and maturity of emerging fuel-production ecosystems.
Port Readiness
Port readiness was assessed, including existing and planned infrastructure for handling alternative fuels, bunkering capability and operational preparedness. The analysis indicates that V.O.C., Kandla, Paradip and Mundra presently demonstrate comparatively higher readiness for future alternative-fuel operations, suggesting that initial corridor development may be concentrated around a limited number of anchor ports and regional clusters.
Vessels, Cargo and Routes
The study further assesses vessel and cargo characteristics, trade patterns, emissions, regulatory considerations and the potential suitability of different vessel segments. Inland and short-sea corridors offer opportunities for controlled early pilots due to shorter voyages and predictable operating patterns, while deep-sea corridors provide opportunities to address larger international trade flows and higher-emitting vessel segments.
Consortium Incubation Workshop
As part of the study, a Consortium Incubation Workshop (CIW) was held on 28 May 2026 in New Delhi. The workshop was intended to take the pre-feasibility findings forward by bringing together stakeholders from shipping, ports, energy and policy to examine the identified corridors, undertake a structured prioritisation exercise and assess stakeholder interest and potential participation in taking selected corridors forward.
The CIW therefore served as a bridge between the broad pre-feasibility assessment and the next stage of corridor development, with the objective of identifying corridors and stakeholder groupings that could be matured through targeted feasibility studies.
Further Work and Way Forward
The 40 corridors identified through the study are presently being further assessed and refined. The next stage envisages prioritisation of a smaller number of corridors and development of corridor-specific feasibility assessments covering the proposed operating model, fuel and technology pathway, vessel requirements, port and bunkering infrastructure, safety and regulatory considerations, stakeholder roles, costs, risks and overall implementation requirements.
For corridors taken forward, the study envisages formation of dedicated corridor consortia bringing together relevant ports, vessel operators, fuel suppliers, cargo owners and public authorities. Further work would deepen corridor-specific modelling of fuel consumption, CO₂ abatement, costs and port-readiness requirements while also initiating engagement with counterpart ports and potential fuel and cargo stakeholders.
Accordingly, the ongoing work is expected to progressively move from the broad identification of potential corridors to detailed feasibility assessment of selected priority corridors, providing a pathway for developing technically feasible, commercially viable and scalable green shipping corridors in India.
Key ongoing projects include :
- Development and implementation of Shore-to-Ship Power (SPS) standards at major Indian ports to enable emission reduction while vessels are at berth.
- Creation of green fuel corridors under the GreenVoyage Accelerator Programme, aimed at facilitating the adoption of alternative fuels along key maritime routes.
- Establishment of the Indian Ocean Centre of Excellence for Sustainable Maritime Transport (IOCE-SMART) in Mumbai to drive regional innovation, training, and sustainability in maritime operations.
