India's coastline of over 11,000 km, supported by 12 Major Ports and more than 200 notified Non-Major Ports, provides a powerful maritime network for the movement of domestic cargo and passengers. Coastal shipping has emerged as a critical pillar of India's logistics ecosystem, offering an economical, environment-friendly and efficient mode of transport. Coastal cargo volumes have more than doubled over the last decade, reaching 339 Million Tonnes (FY 2024-25), underscoring its growing role in strengthening national supply chains and economic development.
From traditional sailing vessels that sustain coastal livelihoods to modern cargo ships that power commerce, the Coastal Shipping Branch remains committed to building a safe, resilient and future-ready maritime ecosystem for India.
As the nodal division within the Directorate General of Shipping, the Coastal Shipping Branch is responsible for regulatory, administrative and policy matters relating to Coastal Trade, Sailing Vessels and Fishing Vessels under the Merchant Shipping Act. The Branch works towards creating a modern and enabling regulatory framework that promotes safe operations, facilitates trade, supports traditional maritime sectors and strengthens regional maritime cooperation.

What We Do
Policy & Regulatory Development
Sailing & Fishing Vessel Administration:
- Oversight of Sailing Vessels and Fishing Vessels under the Merchant Shipping Act. Coordination with Mercantile Marine Departments (MMDs) and regional maritime authorities.
Maritime Facilitation & International Cooperation:
- Promotion of bilateral and regional coastal shipping arrangements with neighbouring countries, including Bangladesh, Myanmar and BIMSTEC member States. Support for initiatives that enhance regional connectivity and maritime trade.
Seafarer & Vessel Services:
- Issuance of Sailing Vessel Identity Cards through a centralized national system. Repatriation and welfare support for distressed crew serving on sailing vessels. Processing matters relating to sailing vessel registry administration.
Safety & Compliance:
- Administration of rules relating to carriage of livestock and other statutory requirements governing traditional and coastal vessels. Strengthening compliance with national maritime safety standards.
