Address by Chief Guest Shri Sushil Khopde, IPS, Addl. Director General of Shipping

In his keynote address, Shri Khopde observed that while consumers expect essential commodities,  medicines and goods to be delivered without interruption, few realise the risks undertaken by seafarers  to ensure the uninterrupted movement of world trade. He suggested that the national slogan "Jai  Jawan, Jai Kisan" should also include "Jai Navik," recognising the invaluable contribution of seafarers to  the nation's economy and global commerce.  Highlighting several initiatives undertaken by the Directorate General of Shipping, Shri Khopde spoke  about the establishment of a 24×7 crisis response mechanism, a grievance redressal portal, digital  modules for Maritime Training Institutes and Recruitment and Placement Service Licence (RPSL) holders,  and welfare initiatives such as "Sagar Mein Yog" and "Sagar Mein Samman."  Referring to interactions with seafarers returning from conflict zones, he noted that many had  experienced severe psychological trauma, including survivors who spent hours in the sea after  abandoning vessels under attack. To address these challenges, the Directorate has introduced wellness  initiatives focusing on yoga, meditation and mindfulness to support the mental well-being of seafarers.  He also highlighted the role of the Seafarers Welfare Fund Society (SWFS) in extending immediate  financial assistance to families affected by war-zone incidents and implementing welfare measures,  including affordable accommodation facilities and the renovation of seafarers' welfare clubs.  "Behind every machine stands a human being, and for the Directorate General of Shipping, the man  behind the machine remains the most important," Shri Khopde said.
