The Directorate General of Maritime Administration (DGMA) hosted a delegation comprising representatives of the International Labour Organization (ILO) and the Royal Norwegian Consulate General, Mumbai at its headquarters on 11 September 2026 for an exploratory dialogue on fostering a safe, sustainable and competitive maritime sector.

The delegation included Mr. Oktavianto Pasaribu, Deputy Director, ILO Decent Work Team for South Asia & Country Office for India; Mr. Fredrik Bjerke Abdelmaguid, Deputy Consul General, Royal Norwegian Consulate General, Mumbai; Dr. Yogindra Samant, OSH & Labour Inspection Specialist, ILO Decent Work Team for South Asia and Country Office for India; and Ms. Jenny Brandal, Royal Norwegian Consulate General, Mumbai.

The discussions focused on key priorities within India’s evolving maritime sector, particularly shipbuilding and ship recycling, along with occupational safety and health (OSH), skills and specialised competencies, effective inspection and institutional frameworks, inter-agency coordination, social dialogue and worker participation, productivity, sustainability and circularity.

The dialogue also explored opportunities for India–Norway–ILO technical cooperation, including knowledge exchange, peer learning, capacity building and sharing of good practices, drawing upon international maritime and ILO experience.

The interaction provided a platform to identify areas of mutual interest for further cooperation, towards strengthening safety, sustainability, skills and competitiveness across India’s maritime sector.
